It's the thermostat. It has 3 modes of operation:
1) It's designed to be closed while the engine is warming up.
2) At operating temp, it starts to open and flow coolant to the radiator and
heater control valve.
3) For very hot conditions, it fully opens, but at the same time it shuts
off the flow to the heater valve. (Personally, I think this is wrong,
because it should look to dump the excess heat wherever it can.)

Either it's an overly sensitive thermostat--perhaps you should have it
replaced, but use a Saab part.
Or, perhaps your radiator is getting weak, and it may be time for a new one.
Or, the thermo-switch that turns on the cooling fans are turning them on too
late. In this case I believe other Bosch switches can be used to ensure
that the fans come on sooner (at a lower temp.). I think there is a

About 3/4 of the way down, they tell you the VW part # for a 82C
switch...the recommended replacement for the 92C switch.
