This is a symptom of a worn-out turbo bypass valve (aka 'hooter
valve'). Be sure you replace it with the 'improved' part or you stand a
good chance of finding out why it's called a 'hooter' vavle.

The 9000 (since 1986 or 1987) has used an electronic speedometer
drive. There is a magnetic pickup that sticks into the transmission and
sends a pulse-train to the dashboard instrument, which converts the
frequency to the speedometer reading. Usually when the speedometer stops
working, it's the connector at the pickup.
