The horn operates through a contact ring inside the steering wheel. The
ring is lubricated with a conductive material. It is possible that they
are not making good contact for one of the following reasons:

1. The lubricant is contaminated with dirt and only allows good contact
when heat allows it to flow (clean off and replace)
2. The wheel is pulled back slightly from its normal position and
expnasion makes it contact again. This happened to my '83 when it was
rear-ended while I was holding the wheel. The safety cage deformed in
reverse, loosening the horn and and/or turn signal contacts.
3. The contact ring is badly worn and only makes contact when part of it
expands..
