I've used a 'glass polishing kit' from JCWhitney to buff out a deep scrape
from a side window - which it did (didn't restore 'flatness' of course, but
took the 'frosting' off). I've never used it on a windshield. A lot of
times the windshield 'haze' is due to pitting from the salt and sand they
use, and I doubt that buffing will take those out, but surface scratching
from the wipers is probably buffable...
