Power Steering

I have a 1987 SAAB 9000T with 235K miles on it.  I recently replace the power
steering rack and about one year ago replaced the power steering pump. Since
I replaced the pump the power steering has had an occasional problem where at
low speeds when parking, it seemed that there was very limited power steering
assist. I had hoped that the new rack would solve the problem but no luck.
The old rack was leaking on the shaft seals and needed to be replaced anyway.

 Does anyone have any ideas about a potential source of the problem?
