Brakes

I have a 1986 9000 turbo without ABS. When I leave the
car outside and the outside temp is below freezing for
a period of time, something in the emergency brake is
freezing. If the brake was on, it will not release,
even though the handle goes down. If the brake was
off, it will not engage - the handle will not move.
After the temp warms up, it operates normally.

Also, the brake pedal is not coming back far enough to
disengage the brake light switch when the car stops and
you remove your foot from the pedal. You have to lift
up on the pedal with your foot to get the switch to
disengage. I can't find anything that looks like it
needs lubricating in the pedal suspension, and there
does not appear to be any depth adjustment for the
switch. Seems like I recall there is a spring in the
master cylinder that pushes the pedal back. Will wrap
some tape around the pedal where it contacts the switch
for a temp. fix. Is my master cylinder going south?
Is there some adjustment I am missing?

I also have a bit of noise that sounds like metal to
metal contact, i.e. worn-out pads, coming from the
brakes. I have removed all four wheels and checked the
pads and rotors. The pads all have considerable wear
left, at least 60%, and the rotors show no signs of
wearing or gouging. The brakes operate normally except
for this sound.
