Adjusting Belt

the other day, i asked about using the 2.0 16 v turbo engine from my 86
9000 T in another SAAB. That engine, while now still in the 86 9000, made
a lot of squeeling the last few days, as the alternator was occasionally
not charging the battery enough. now the alternator is not charging the
battery at all (and the light is on).

I tried tightening the belt today, but am embarrassed to say that I couldnt
figure out how to work the tensioner. :-/ (and apparently, this task is
too simple to be included in my book.) maybe it is not working right ?
there is a bolt on the end that faces up, so it is easy to get too.
(assuming i have the right mechanism). there is also another bolt in the
center of the (pulley ?)/assembly facing the fender liner that is very
difficult to get to.

could anyone please tell me how to tighten the belt ?
