Jumping Fuel Gauge

The fuel gage on myÊ4 9000 CS has recently started to wander up and down
continuously. The car had a dead battery that I just replaced. I installed
the new battery. the gauge showed the amount of fuel in the car. But later,
the needle drops to the bottom then goes up, then down. It does this
continuously. Also, the information cluster does not work. Is this
possiblly a voltage regulator? Is it inside the alternator? Any help in
diagnosing this problem would be greatly appreciated.
