Wow, that sounds truly unbelievable ! I would have said for certain that
all SAAB's with factory Air Conditioning would have a condenser fan, but...
anyway...

In 1995 my father travelled from Prague to Goteborg, purchased a 1990
SE-market 9000i B202 5-door, and drove it home to CZ. This car had only two
factory options on it: Cruise control, and A/C. The factory A/C package
included that front pusher-fan for the condenser.

It mounts at three points. Two are ears on the side of the condenser unit,
and the third is the nut or stud near the middle of the condenser. Fitting
this fan should be a no-brainer.

The connector should be present, somewhere in the vicinity of where the fan
goes. It's a simple 2-pole waterproof unit, similar to the one for each fog
light. The relay panel is accessible only when the glovebox is removed.
You should see a schematic pasted to the back side of the glovebox ceiling,
indicating the function of each relay spot. If the A/C fan relay is
missing, you need to add it. I'm pretty sure this relay is the same as the
one for the fog lights or the horn, but would have to check the 1992 9000
factory wiring manual to be sure.

1992 is the first year that the 9000 model used a block-type TXV. I suppose
that it may be physically possible to adjust this TXV somehow, but I am sure
that there are no specificarions or procedures for any such adjustment.

If your vent temps remain low when you let the car coast (idle) down from
high speed, but rise when the car has been idling at a stand-still for some
time, then the addition of the condenser fan should be the right move.
