Your diagnosis seems correct. You might reach down and unhook the link
from the servo to the crank arm and work the lever by hand to see if it
feels like it's disconnected from the mixing valve. The usual failure mode
is for the crank arm itself to break at the end, and there is a repair part
for that. Unfortunately, there is no easy way into the heat control assembly.

Note, however, that the A/C circuit is capable of transmitting heat. Since
you say your a/c is non-functional, you might try having the system
evacuated, just to be sure...
