87 9000 turbo with auto ZF

The tranny doesn't shift properly anymore. It doesn't seem to be able to
sense road speed and engine load and shifts up at way to low a speed in all
gears - typically going into top around 35 mph regardless of engine load.
Forcing a kick down by stomping on the gas pedal gives a kick down with an
immediate shift back up. The tranny shifts perfectly if I do it manually, so
I think the bands pumps etc are OK.

I've nosed around and have found nothing externally amiss. How does the
tranny sense speed amd load? I don't see a vacuum line leading down to the
tranny. I thought maybe I had a vacuum leak. Is load sensed via throttle
position relayed via the kickdown cable?

Seems as if some speed sensor internally in the tranny has gone haywire. The
Haynes manual say nothing about the workings of the tranny.

Any thoughts on repairs?
