I use aftermarket foglamps (PIAA 960 Dual Fog&Driving) to supplement the
already superior H4 driving lamps (with NARVA Xenon+Halogen bulbs). True,
the price tag is a little steep, but worth every penny, in my opinion.

My auxilary lamps are wired with the supplied harness, and it also comes
with a 'passing' toggle switch where I can blip the driving lamps (clear
120Wx2) to notify the 18-wheeler that a SAAB is passing. The ambers are on
most of the time (I'm a moron???). I like to to be seen when I'm on the
road (not as a fashion statement, but for safety), so I just opt to leave
it on.

The highbeams can be blipped (or left on - why? See John's reasoning on
fog vs. HBs below). If I want lots of light, I just reach down near the
ignition key, and flip the PIAAs to driving lamps (I mounted them there for
the same reason the ignition is there).

The factory foglamp switch controls the little bulb inside the H4 lamp
assy. that acts as euro-parking lamps. The head lamps look like they're
dying, but it looks pretty slick.

Unorthodox, but works for me.

I do have a beef with those J-imports that are running those funky
blue+green+yellow+orange lamps that are obnoxiously bright. If you end up
getting aux. lamps, do others a favor and aim them correctly.
