There's a recirculation air flap in the duct system.  If you truly want no
air flow to come out of the vents, this flap must be closed.  I am not sure
if the OFF position of the ACC also causes this flap to open, or to close, or
to do nothing at all.

With this in mind, try to turn the system off after hitting the 'recirc'
button, and waiting 15 seconds or so for the flap to fully close.  You might
find that the flap motor has become old and tired, or even non-functional
after 10 years of service.  It is located under the plastic bulkhead cover on
the right hand side of the car.  It's pretty buried in there, is rather
difficult to change, and is rather expensive (around $75 IIRC).
