I posted the msg abut the recalcitrant hood release to the BBS, I got some
feedback three. There's been several posts about it before, but I searched
under hood latch, not hood release.

Anyway, this is what I did:

OK, I got the hood open.
I used a different, simpler method than that recommended so far.
I tried finding the hole in the latch release that the special tool is
supposed to go into, to no avail.
I tried reshaping the hook on the end of the coathangar to size it for the
cable. I tried pulling on the cable directly forward to the grille, to no
avail.
So, after trying having a friend pull the release handle while tugging on
the cable through the dash, I gave up extraordinary means.
I took a look at the release handle. After 16 yrs, the kick panel is fairly
well kicked, and has been removed at least once before. It's only cardboard
with some foam attached.
I yanked back on the corner of the kick panel, and right there in front of me
was the end of the cable, still attached to the release lever.
I took a pair of (large) pliers, and pulled on it. Although it didn't pop up
immediately, a quick trip to the front, and I pulled up on the hood, and.....
it opened.
After about 3 hr. of toil, getting back to basics 'fixed' it in about 10
sec.
BTW:
I was amazed that there was no apparent way to re-tension the cable.
Here's a trick:
WD40 is a lightweight penetrating oil with low viscosity and high volatility.
It's a temporary measure.
After I opened it, I sprayed it with WD40, then dripped a few drops of 10W40
on it, followed by another few sprays of WD40. The WD-40 acts as a carrier to
bring the heavier oil into the various pieces, then, as usual, it evaporates.
