Car Computer Query

This came from another place.
We're all programmers, so he certainly has the technical skill and
equipment to do it.
It just seems to be a problem of finding the right interface codes and H/W
cabling.

Anyways:

How difficult would it be to acquire (or build) and understand how to use
the necessary equipment so that the computer in the car can be queried for
its diagnostic information in the same way the shops do it with their
commercial tools? What about using a laptop as the computer analysis tool
so that real on the road driving could replace a chassis dyno session?
This seems to me like an area where hackers (in the good sense) would have
collaborated to come up with interface hardware for standard laptops along
with whatever software is required.

I would like to find out more about whether this is being done and in what
ways. I seem to recall hearing about folks who have modified the ROM in
the control systems for engines, transmissions, and suspensions in an
effort to achieve certain performance goals. These efforts are contrary to
the manufacturers wishes, so they don't do anything to help. I personally
want to fix problems, not modify factory parameters, but I suspect the
tools for doing either would be the same. I don't know what this community
of folks is like. They might be secretive, and have no desire to have
anything to do with me. Maybe they are only interested in performance
tinkering and would have no interest in what they consider to be routine
maintenence issues.

Any input from fellow Saabers?
