Fog Lights

I had a stone break the lens on a fog light on my Saab 1999  9-3    Cost
for replacement  was $147 plus Labor.
I am not finding fault with my Saab dealer(Dean Hill Motors,Claremont
N.H.) But would like to know why the whole light was designed so that it
had to be replaced as a single unit,seems to me Saab would be smart
to,either protect the lens,or design the lights so a lens could be
replaced without replacing the whole light.
