Vibration While Braking

My 1990 9000S has developed a nasty vibration (which seems to be from the
front end) when braking, especially from highway speeds. This does not appear
to be warped rotors as I can't feel that characteristic pulsing of the brake
pedal at slower speeds. I've had warped rotors before and this feels a little
different. I can reduce the severity of the vibration by releasing the brake
and reapplying. I suspected either the ball joint that the hub sits on, or
the ones that connect the steering rack to the hub. I couldn't feel any play
in any of these when I got someone to yank the steering wheel back and forth,
but that might not be a good test. And yes, I did check the wheel lug bolts
were tight (fell for that one once already).

Any BTDT or suggestions on this?

The ball joints look as though they would be easy to replace:Three small nuts
and removal of the pinch bolt. Is there any hidden complication I'm missing
here?
