This sounds like it may be a bad thermostat. The fact that the temperature
increases with load indicates the system is reaching a new, higher
equilibrium point. This is exactly what the thermostat is supposed to
prevent. The engine should reach the same temperature regardless of load,
especially when it is cold out. It could be a gauge problem, but an easy
way to answer this is to check your cabin heater output. Are you getting
heat? If you set the cabin temp to max is the car really cranking out a
lot of real hot air or is it just luke warm? If you put the car under
enough load to get the temperature gauge to move up, does the cabin air
heater provide more heat? If the car heater cannot make the car interior
unbearably hot 10 minutes after a cold start, your thermostat is likely
shot.
