2-Stroke Engine Idling

My recently rebuilt 1967 96 2-stroker engine with the triple Solex carbs, is
running great.  With an electronic fuel pump installed, it starts quickly
and idles fine.

One problem.  When shifting through the gears, the RPM's do not drop when
the clutch is depressed and the gas peddle is disengaged.  The RPM's just
stay at the speed that was reached at the top of the acceleration curve.

I have tried everything.  It's not linkage, the rubber connector is brand
new and nothing is binding.  The spring is installed correctly.  Someone
suggested it's a vacuum problem, so I replaced the vacuum hose.  I don't
know how to test for vacuum pressure.

There aren't really any carburetor adjustments for this.

If I run up the engine and put it in neutral, it can 30 seconds or more for
the engine speed to slowly drop to idle.  And this happens every time.  I
have put about 500 miles on the engine since the overhaul and the constant
problem remains.

Can anyone offer any suggestions?  Unfortunately, we have no qualified
mechanics around here to take it to.
