If the guage is not actually getting into the yellow, that means
there is some leak somewhere. EIther on the exhaust manifold side
before the turbo (but you would hear something), or on the inlet side
between the turbo and the cylinder head. Check any and all rubber
hose connections, grommets holding the plastic nipples in the inlet
manifold, et. Especially take apart the entire high-pressure plumbing
between the turbo and the throttle body, and check thoroughly the
rubber connector pieces.

A long shot is that the turbo is seizing up, but that is rare. When
you have the inlet plumbing apart, take off the tube between the air
mass meter and the turbo inlet, and spin the turbo shaft. It should
turn freely,. There may be some resistance due to oil viscosity, but
there should be no noticeable drag, nor any play.

Saab dealer or junkyard, but I'm betting the dealer is a better bet.
