The parking brake release in cold weather issue on the 9000 is
mostly likely brake cable related. These things stretch over
time. Parking brake operation is on the rear wheels and is
independent of the regular disk brakes (so ABS or non-ABS) is not
an issue.

The brake pedal return position and the shutting off of the brake
light issue can have several causes. The most often cited problem
is the brake switch position. This can be adjusted. But, it
sounds like you may have an issue with the pedal position
anyway. For the brake pedal, I don't think it is a master cylinder
issue. If this were the clutch you were talking about, it could be
the master or slave cylinder for the clutch.
