I have the Illinois 'I-Pass', which I believe is the same model transponder
as yours, in my 1991 9000. My windshield has the same black border that
you describe. I mounted the transponder right behind the mirror, one inch
below the window edge as the instructions specified. This puts it right
along the black boarder, and it works just fine. It is my understanding
that the transponders will work in just about any car unless it has a
metallic layer in the windshield. Ford's 'InstaClear' heated windshield is
one example of this.

Now I have a question for you: ITHA makes us buy the replacement battery
when they go dead (if you have had it for more than 1 year) and it costs
between $15 and $20. It uses a 3.5v lithium battery shaped like an 'AA'.
How do they work the battery replacement issue with your system?
