Pretty much yes to both counts. IIRC, they have to order your key. 
They do not have the facility to make them on premise. Remotes they 
have, but will need to be 'married' to the car, probably with Tech II.

Not sure on a 97, but on a 9-5 or 9-3, if you press the trunk button 
on the remote while the key is in the ignition, and the car running, 
the SID will display the number of remotes and transponders (keys) 
that the car recognizes.

Like I said, this may not work on a 97 900. I know it to be true for 
the 9-5 & 9-3.
