The turbo bypass valve (aka hooter valve) is the most likely candidate. If
that is the problem, be sure that you replace it with the upgraded version
- easily distinguished by the metal plate attached to the diaphragm
(visible when you hold the valve in your hand) and its slightly higher
price.
