May not apply in your case but let me share a similar experience of
mine, hoping that it will help:

My 1987 900S did not pass the 'thread-mill' Virginia emissions
inspection last year.  All readings were 'extremely clean', as yours
were, except for NOx figures, due to a very lean fuel-air mixture.  I
first replaced the O2 sensor, which was long-overdue, and checked its
output at idle to see whether the problem was solved.  It was
fluctuating around 0.5V as per the Bentley manual---an improvement
compared to the old 02 sensor, which gave very low readings.  However,
when I gave some gas, it would go to zero, still indicating a lean
condition.  Then I checked the air-mass meter (AMM) (again, according
to the Bentley manual).  Its resistance was way off, and could not be
adjusted using its screw.  I got a new AMM (they are expensive),
replaced the old one, and to my grin, observed the 02 sensor's output
stay around 0.5V as I gave gas.  My car passed the re-test with flying
colors.

I am emphasizing this 02 voltage output test at higher rpms, because
doing it only at idle may be misleading.  I guess, when you don't have
an exhaust gas analyzer, that sensor is your only guide.
