Mercury switches are pretty basic things. an 'intermittent' mercury
switch is most likely caused by incorrect mounting, bad leads or
something like that. The usual type is a sealed glass ampule with the
mercury happily bobbing about in a vacuum. When the device is tilted
one way, it makes the contacts, when it is tilted the other way, it
breaks them.

As for the specs, according to the wiring diagram, the mercury switch
is switching the ground for the relay, not the high current of the
defogger. So, probably anything you could pick up from Radio Shack
would work.

Check that it is mounted properly. I haven't seen one of these, so
I'm just going by basic troubleshooting techniques.

I don't know if this thing can rotate, but it's possible that if it
is rotated to the wrong orientation that the contact would not be
complete.

As for the 9-3, there are so many switches, relays & sensors to tell
the car (and then the druver, via the SID) where the top is, that I
doubt they need something as simplistic as a mercury switch...

It's strange that Saab discontinued this part, though.
