Idle

I am the proud new owner of a 1967 96, with the stroker engine. I bought
it from the original owner. The little 96 is in excellent original
condition. I will be restoring it to new. I previously owned and restored
a '71 95 which I sold years ago, and I've always wanted the 2 cycle model.
I got my wish.

Problem: the engine starts and runs fine, but for the life of me I just
can't get it to idle. Once warmed up, when I come to a stop the engine
dies every time. When you do rev the engine, there is a 2-5 second delay
before the engine idles down. No adjustment to the idle screw helps. It
either revs way to high if I adjust it up, or it revs to low and dies if I
adjust it down. I have not attempted to adjust to lock screw opposite the
idle adjustment screw. I took off the air filter and attempted to adjust
the screw on the center carb, keeping track of my starting position. It
has no discernable effect regardless of how far open or closed I adjust it.

I noticed that a slight squeeze on the diaphragm between the idle
adjustment screw and the accelerator arm causes the idle to increase
slightly. What is this diaphragm for? For some reason, an 'accordion'
type shroud, like a piece of plastic hose has been fashioned around the
diaphragm and clamped in place with an o-ring clamp? I don't know what for
and have not been able to make contact with the mechanic that did the
overall.

Well, there's my tale of woe. Any help will be very much appreciated.

Background: The engine, trans and clutch have 500 miles on a rebuild. The
triple solex carbs are new.
