Tough 99gl Steering

I recently drove a '75 or '76 99gl (possibly to buy).

One thing I noticed immediately was very hard steering. (In other
words, turning the wheel took quite a lot of effort, much more than I
would have expected.)

I drive an '85 900 currently. So I'm not sure how to compare. I did put
a new rack in my car a while back, so the steering is pretty fresh.

Are there steering parts in the 99's that might commonly wear out, that
might be a cause of extra tough steering?
This car was otherwise in great shape. Less than 50k miles,
unbelievably.

Any thoughts appreciated.
