My '91 has that wire. I've often thought it was added by a previous owner
or serviceperson, as no part of it matches the rest of the Saab wiring. The
other end of mine is under a sheet-metal screw that holds the frontmost of
a pair of brake line clips to the inner side of the wheel well. They didn't
even clear the paint under the clip to try to get a real ground, just
loosened the screw and put the spade on top of the brake line clip. I can't
imagine that such a small bit of wire installed so carelessly accomplishes
anything.

Where is your boost gauge when this happens? Do you hear the APC valve
click when you step on the brake pedal at idle? Is the knock sensor hooked
up (through-bolted to the engine block under the center of the intake
manifold like a giant plastic ring terminal, at a specific 20 degrees to
the left of straight-ahead angle, with one of those two-pin wire-bail
connectors plugged in)?
