High Idling in D

We have a problem with our dad's '96 900 Turbo. The car has an
automatic transmission. As soon as one moves the shift lever to
'drive', the iddling speed goes up to 1300rpm. The technicians at
our local Saab dealer told us that this is normal and there is not
anything that could be adjusted. But the car goes 45-50km/h with
the accelerator pedal not having to be touched. Further is has an
abnormally high fuel consumption and you really have to press the
brake pedal hard, just to get it to a stop and keep it there.
Has anyone had a similar problem? Any suggestions are welcome.
