Cornering Lights

I've had a 2001 9-3 Five-door for about a month now, enjoying it very much
and it looks great sitting next to our 1988 900S. I noticed, however, that
the front cornering lights no longer come on when signalling a turn (they
light up as expected when putting the tranny in reverse, like the older
cars).

The dealer told me that the cornering lights were dropped this model year
because they're illegal in some markets. Anybody know if this is a legal
problem anyplace in N. America? I didn't think they would be, since some
American luxury cars (Lincolns?) have had them as well. Or are they
outlawed somewhere else? And is it possible to replace a relay or
something to restore their operation?
