You did not give the year, at least my old eyes did not see it.  Here are a
few possible issues to resolve:

1. is the thermostat for the engine new and designed for the SAAB? these take
a particular thermostat if it was not designed for the car it won't work as
it is suposed to.

2. is it an automatic climate control system or the manual.  If a manual
there is a rod that goes from the temp control to the heater control valve
that can be knocked off. no amount of turning will change the heat.

3. If manual when moving the temp control knob do you hear hissing or other
sound indicating that the vacume is changing lines?

4. If it is an automatic climate control (ACC) the temp is adjusted by servos
opening and closing flaps to blend cold and warm air. if servos bad or
disconercted you wont get a temp change.

5. you say the vents on the outside only blow. see 4 and 3 above.

6. you say no  ac. With the engine running and the ac button pushed or the
temp at the lowest setting on an acc do you see the compressor clutch engage?
if no, possibilities can be now power to ac compresor, low or high freon
pressure, usually low.

If you give more specifics as to year and level of trim can give more help.
