Exactly. This is the only way to *ensure* that no heating or cooling will
take place. Eventually (in ECON mode of course), you'll hit the point where
62F gives you heat, and only 'LO' gives you unmodified air. This is a pain
because whenever you set the temp to 'LO', the fan kicks in to FULL SPEED,
so you need to adjust that manually as well.

So, you have a direct manual override for fan speed (you set the speed and
is remains that way no matter what) and vent position, a somewhat less
direct override for A/C (ECON keeps it off no matter what, and AUTO + 'LO'
temp keeps it on/coldest no matter what), and a rather annoying indirect
heater ('HI' temp is full heat, ECON + 'LO' temp is no heat). There is *no*
way to set a particular level of partial heat.

A couple of things make your '95 climate control (ACC2) much more
user-friendly (believe it or not!) than '86-'89 (ACC) first generation
systems. You have an OFF button which the old ones don't, you have the
ability to set fan speed to any level from a continuous range where the old
ones would let you select '1', '2' or '3' only, and best of all, you have a
user-configurable startup memory for all settings rather than just the
default memory for your temp setting.

No, but the workaround is the ECON + 'LO' combination. Again, you can
configure it to behave this way every time you start the car. See the
owner's manual for instructions on how to personalize your startup settings.

FWIW, most '90, '91 and '92 non-turbo 9000 models in the USA had a heater
knob, fan-speed knob, vent-selector knob, defrost button, A/C button and
recirc button instead of the climate control computer. This configuration
was standard on most 9k models in other markets in earlier years as well.
