Basic Boost & APC

I have a question with regards to a 1987 900T16. I have recently
purchased it and I've been working to get it back to its old self.The
boost has been poor and I suspect it had never been properly set up
since a replacement turbo was fitted. I've worked on all potential
vaccum and pressure leaks and then adjusted basic boost up to 5.5psi.
However the APC isn't prepared to add to the basic boost. I've followed
Townsends very helpful checklist with no luck. The solenoid makes the
right noises, unbolting and wrapping the knock detector makes no
difference, the MAP resistances are within reference range and creates
'chatter' with 7.5 psi pressure. Cruise control vaccum switch works ok,
there is no permanent 'brake' signal, APC has an earth and power. I'm
lucky enough to also have access to a '87 9000T that is boosting well.
I've tried exchanging its APC box, MAP and solenoid without any
improvement. The car does boost with the W-tube disconnected (briefly,
to convince myself there wasn't a big hole leaking pressure somewhere).
Therefore I'm convinced that the APC is going wrong somewhere. My main
query relates to the ignition signal, how is this information used and
what is the best way to check it out. Its about the only thing I haven't
investigated. Any other suggestions appreciated.
