To answer your question above, my 2002 Aero SportWagon came the same way.
There is a procedure in your manual which tells you how to re-set the on-off
characteristics of the ACC system. Once I reset mine, my ACC system stays
the way I left it upon turning off the vehicle: If it was on when I turned
off the car, it comes back on automatically upon starting the car. If I left
it off when I turn off the car, it stays off when the car is started. BTW,
all new Saabs must come this way as the 2002 loaner 9-5 Linear I used a
month ago was setup just like mine was and yours is, with the ACC reverting
to Off when the car is re-started, no matter what setting it was at when the
car was turned off. Not sure why that is.

Can't help with your other two questions. Perhaps the radio has a similar
re-set feature, although mine has been fine.
