Spark No Fuel

Hello.  I've been a satisfied owner of my 89 900 for
about 5 years - and been maintaining my car with
Saabnet and a Bentley manual and mail order parts.   I
always thought a new steering rack or a new heater
valve was always worth it for what the Saab would do
in return.  But this time it has me dumbfounded and
frustrated.  Hoping you guys can save me. 

Here goes: I have spark but no fuel.  This is a no
start condition.  I can turn the fuel pump on by a
jumper wire between top of fuse 27 with the bottom of
fuse 30 on the fuse block under the hood.  I can even
fire the engine with these terminals jumpered.  Okay,
so I figured the fuel pump relay was bad.  I pulled
the 2 15 Amp realys above the ECU on the right side of
the passenger footwell. The Bentley manual states the
relay positioned further back (towards back of car)was
the fuel inj relay.  I tested the relays to see if
they would at least click.  First the FI relay. I put
12v on terminal 86, and ground on terminal 85 of the
relay.  A healthy click.  Huh?  Let's test the other
relay ...and all I could feel or hear is a faint
click. But this wasn't the FI relay.  Anyways, I
thought this other bad relay was the problem so I
bought 2 new relays, tested them before putting them
in, and still -no fuel.  I can still jumper the fuel
pump on.  Any suggestions?
