I'm not absolutely positive but I think the 89 900 should have a heated seat
reostat switch, maybe one for each front seat. They should be somewhere to
right of steering column, below the radio and are a 4 position dial type
switch with an icon next to them in shape of a seat. The dial to left of
steering column is probably the dimmer switch for the dash lights. It's not
uncommon for the heated seat wire grid to fail (a wire will fatigue and
break). The grid can be replaced, or it's also possible to repair the broken
wire by use a of a short jumper wire.

Opps, I believe I was wrong on the location of the heated seat switch.
Looking at our 88 900, the switch is to the left of the steering column, just
below the light switch. It does have the seat icon, so it should be easy to
recognise. The heating grid also includes a thermostat (it can often be felt
or seen in old seats with lots of 'seat time' on them) which can go bad.
Repairing or replacing the grid requires removing the seat and upholstery.
