The 9-3 headlamp is slightly different, so the above replacement lens may
not fit.
9-3 left side lens is part number 49 10 329.
9-3 right side lens is part number 49 10 337.

What you got is the whole headlamp assembly (51 41 635 -left, or 51 41 643
-right). The reasons can be any or all of the following:

The lens was not in stock, and would have taken several days to
special-order from the regional parts warehouse, necessitating another
service appointment at greater inconvenience to you - the customer.

The whole assembly increases the service department's gross revenue, and is
more profitable.

It takes more time/effort to replace just the lens than it does to replace
the whole assembly.

Replacing the whole assembly is more idiot-proof than messing around with
the lens, thus minimizing the chance that the work is done improperly.

It is now *possible* for the dealership to fit a new lens (seventy dollar
part) to your old headlight, and sell this as a NEW assembly to a different
customer for $380.

It's probably not worth it. Even the very best of dealerships would
probably give you a new assembly. They did save you the hassle of coming
back for a second appointment, and there's less chance you'l have to go back
in the near future to have them re-do what they might not have done properly
the first time (albeit at a $300 premium).

The only unquestionably annoying thing is that this dealership seems to have
a policy of not offering the lens-only replacement option, while SAAB
clearly provides parts for it in the catalogue.
