OK. Since it's an '87, it probably has the Bosch LH2.2 fuel system. If the
APC system has been messed-with, I would make sure it is restored to stock
condition before throubleshooting further.

Here's what I'd do.

Make sure all rubber intake plumbing is properly sealed and leak-free.

Make sure all vacuum hoses are properly attached and leak free.
Replace these as necessary.

Make sure your turbo-bypass (hooter) valve is not busted. Replace if
necessary.

Make sure the throttle is set-up correctly. If it has an air-bypass screw,
adjust that to spec. Adjust the throttle-plate rest-position to spec. Now
make sure the throttle switch is set up properly, and functioning as it
should be. Make sure the throttle damper is working so that the throttle
doesn't slam shut when the pedal is released. Finally, make the necessary
adjustments so that the idle-control valve is operating at the proper
duty-cycle at idle, and that the idle lambda signal (average voltage, or
better still, frequency/amplitude) is correct.

Make sure your fuel-pressure-regulator is not dumping fuel into the manifold
through it's vacuum hose, and test the vacuum/no-vacuum fuel-rail pressure
to make sure the regulator is functioning correctly. This allows you to
test fuel pump output pressure and flow capacity, to verify that both are in
spec.

If everything is OK thus far and the problem persists, I would disconnect
each vacuum-operated system, one by one, and plug the corresponding manifold
vacuum port. Drive the car without heater-vent-control vacuum, without
charcoal-canister function, without PCV, and if you're really brave, without
brake-assist ! See if the problem can thus be traced to one of these
systems.

If EVERYTHING is perfect, and the problem refuses to go away, the only
recourse I know of is to start swapping components from a perfectly-running
car. Do the throttle-position switch, idle-control valve, air-mass-meter,
and finally, the Jetronic computer. Check that all electrical
signals/connections at the AMM and ECU are correct.
