I believe the problem is a type of 'morning sickness' -- it
usually happens when the system is used after a cold start, and
performance gradually improves as everything warms up. We have
an '86 900T, 186,000 mi. and had similar problems as you
described, except that we were loosing fluid from the system. A
trusted shop found the leak in the power steering rack, and
replaced the power steering pump which caused the lack of power.
Everything works fine now.

Don't know what exactly is happening with your car, but maybe
this helped. I did a saabnet search for power steering topics,
and found TONS of information, including how to purg the system
with new fluid; may help your pump work better?
