I'm surprised this isn't in the FAQ.

In any case, the valves that generally cause problems are relatively
inexpensive, and easy to replace. You can find them under the hood, not
far from the wiper fluid nozzles. They are just basic checkvalves,
there to prevent the fluid lines from emptying, so that when you spray
the windshield, you don't have to wait for the fluid to arrive.

Some people just take them out. When mine went bad, I just got a couple
of new ones and put them in. It's as easy as popping the hoses off the
old valves and popping them back on to the new ones.
