The fuel sender on the C900 and early 9000 Is a tube set into the tank with
a float inside of it (and some guide bars). There is just a small hole
between the tube and the tank, so the assembly acts as a 'low pass filter'
and you don't get the bouncing gauge/flashing low-fuel light syndrome.
Unfortunately the materials used for the floats weren't imperfious to some
of the additives that have appeared in USA gasoline, and so a lot of them
develop the 'sticking' problem. Sometimes you can disasemble the sender
assembly and get it to work correctly. I believe that Jack Ashcraft had
an instruction for it in his 'Saab Journal' - if you know anyone with a
collection of them, you might do some research. (In later Saabs the fuel
gauge is driven from the car computer, which keeps a 'moving average' of
samples of the sender voltage to dampen out the fuel level variations.)
