I agree that your MPG is far too low, low enough to be of concern.

The only time I had such a large drop in fuel economy was with a '71 99.
It had sprung a leak in the rubber hose feeding the fuel injectors (or
maybe it was the return line...I forget).  Eventually (but not
initially) there was a fuel smell strong enough to be detected in the
cabin.  By the time it got to that point, all that I needed to do to
find the leak was open the hood and start the engine.  Fuel was spraying
in a fine stream out of the line, and was very visible.

So, a fuel leak is one possibility, and may be the most likely,
depending on how well you maintain the car otherwise.  Other
possibilities that come immediately to mind include running too rich a
mixture (e.g. fuel injector stuck open) or having your tires
underinflated (they'd have to be VERY low to cause such a decrease in
fuel economy, but it's certainly a possibility).

Whatever the cause, your fuel economy has dropped enough that I think
you should definitely be concerned, and should make finding and fixing
the problem a high priority.
