The rule of thumb I learned in school is you can add 10% of the amount
fuel without power loss. I would either calculate the fuel usage by
guesing at the fuel rate given the fuel consumption at full throttle. You
could also guess the rate by finding about the capacity of the fuel pump.
Or you could run the car and manually pump the water flow up until you felt
a power loss at full throttle.

Is your system rpm dependant too? You will need twice the water at 5000
rpm as you would at 2500 rpm to keep a constant water/fuel ratio. On the
other hand, you will not need as much water at 5000 rpm because the
combustion process is faster and less prone to spark knock.
