The throttle is (normally) opened by an electric motor, which receives its
commands from the Car Computer. The throttle cable which goes to the
vicinity of the throttle operates a potentiometer (or, maybe, a rotary
digital encoder) which the compter reads and from which reading it judges
the desired engine torque. I will assume that there is a 'limp home'
function which allows the throttle to open some if the actuator goes kaput.

The benefits of the 'drive by wire' include moving that pesky idle speed
control and the often whimsical cruise control functions into (presumably
reliable) software in the car computer. The software can also be used to
mask turbo lag by initially over-opening the throttle plate to give the
illusion of faster response, and on trailing throttle, it keeps the
throttle plate open for a moment to keep the turbine spinning (unless you
go on the brakes, at which time the throttle plate is shut completely.
For cars with A/T, having computer control over both the throttle opening
and the shift sequence allows a lot of the lurching on downshifts to be
programmed out. Finally, the control over the throttle plate allows the
engine to avoid combinations which may result in higher emission levels.
