I would suggest that *if* the turbocharger has failed a second time, there
is an underlying cause which the previous owner failed to correct such as a
faulty oil or coolant supply. It is also possible that the oil supply was
contaminated by an earlier turbo failure and not properly cleaned, thus
failing the replacement, or that the oil smoke is from a source other than
the turbo seals. Finally, was the replacement turbo a new or rebuilt unit?
It is possible that the replacement was faulty.

To turbos in under 80 K is very very rare for Saabs, especially the later
water cooled units. That said, owners of early (I don't know how early)
9-5 2.3L LPT should be aware of a service campaign related to the cooling
supply.
