Depends on the failure mode, of course. One failure mode, the shell
rusting away, you diagnose by the puddle of fuel under the car. Loss of
rest pressure, from either a failed spring or check valve (and the check
valve is in the fuel pump, btw), would be hard warm-starting. With the
translucent fuel lines to the injectors, you can see that the fuel
vaporizes if the pressure is released. Note that hard warm starts and
vapor in the injector lines is also a symptom of low rest pressure
(controlled in the fuel distributor) and excessive fuel volitility
(controlled in the refinery).
